Hon’ble Chief Minister of Delhi – Smt. Sheila Dixit ji.  Prof. Dinesh Singh, Vice Chancellor, University of Delhi, distinguished Principals, delegates, teachers, ladies and gentlemen.  It is indeed an honour and a privilege to welcome all of you to the 38th Annual Conference of the National Progressive Schools Conference (NPSC).
 I welcome in our midst Hon’ble Mrs. Sheila Dixit, who is in her many capacities, represents the characteristics of integrity, commitment and accountability of responsible governance.  I welcome you madam.  
I also accord a warm welcome to Prof. Dinesh Singh – a renowned mathematician and a very humane individual who is deeply concerned with reform in education both at tertiary and school levels.
Momentous changes are taking place in education which makes it necessary for us to engage with each other and challenge existing assumptions . It is this introspection and it’s interconnection with social, political and economic reality that can reinvigorate education.
Educators tread on a tight- rope of bringing the world into the classroom, mitigating some of its harshness and strife and at the same time preparing the children as national and global citizens. The idea of responsible Citizenship is intrinsically connected with the value of peace, compassion and co-existence in today’s world.
If we as educators understand that learning is a personal journey and that deep learning requires a conceptual framework, along with the child’s positive belief In his or her own ability to learn, only then will classroom transactions reflect an improvement, allowing us to monitor progress of individual learners.
The theme for this year’s conference ‘ Emerging Changes and Challenges in Education’ opens up so many of our concerns as educators committed to  quality and excellence in education.
Developing a Networked School Community that is humane and sensitive is the need of the hour.
Inclusive schooling has India and the world in its classroom allowing children of varying needs, backgrounds and nationalities to experience the benefits of a broader curriculum promoting acceptance and removing stereotypes.
School Networks are making the world evolve faster; cities, communities and schools in the 21st Century thrive because of their connectedness, where ideas, capital and talent can play together and recombine. Having the ability to network with others, share original thoughts and creations, and work together will only become more important in the future, as will tools to leverage the power of community members, students and others to contribute within schools.
NPSC has been partnering with CBSE, NCERT, NUEPA and IIM in many spheres.  We have been involved in the framing of CBSE (I) Curriculum, admission and promotion policies, school inspections, both nationally and internationally, creation of the syllabus for new elective subjects introduced in senior secondary schools - Mass Media, Hospitality Management, Geospatial Studies etc.  Many international and national exchanges in South East Asia and the UK have been carried out by Principals and teachers of the NPSC.
 Our Schools are part of the Connecting Classrooms Project Clusters, a British Council Initiative that has brought schools from England and India in a Partnership that seeks to encourage greater understanding about cultural heritage and sustainable development.
Mrs. Goldy Malhotra, Chairperson NPSC, Mr. L. V. Sehgal, Vice Chairman NPSC, Mrs. Ameeta Mulla Wattal, Hony. Secretary NPSC and Dr. Jyoti Bose, Director Springdales Schools visited Colombo as part of Goethe Institute Initiative with SAARC Nations “Schools Partners for the Future”. Principals from school in Afghanistan, Bangladesh, India, Iran, Pakistan, Nepal, Sri Lanka interacted with each other in a shared vision of a world without boundaries.  
Over a hundred NPSC Principals  from across the country attended the collaborative Convention of the CBSE  and International Confederation of Principals  entitled Measuring Growth – Leading for Assessment organized at Springdales School, Pusa Road over August, September and October last year.  Inaugurated by Mr. Vineet Joshi, Chairman, CBSE the deliberations engaged the participants in many fruitful discussions.
The International Conference on Education organized by CBSE and the Australian Council for Educational Research (ACER) in January this year saw Indian Educators coming of age internationally.  The two day convention was inaugurated by the Hon’ble Minister of Human Resource Development Shri. Kapil Sibal on the theme Development in Assessment.  Many NPSC school principals from across the country were among the thousand participants at the convention.Distinguished speakers from India, USA, Australia and UK were part of the Resource Persons.Secretary NPSC, Mrs. Ameeta Mulla Wattal, presented the summation of the proceedings at the Valedictory.
This year after a gap of several years NPSC opened its gates for membership for new schools.  We were flooded with applications, which reiterated the significance and the reach of NPSC among educators.  Schools as far as states of Rajasthan, Chattisgarh, Gujarat as well as the NCR approached the NPSC for membership.  
Inspection Committees were formed and visited a large number of schools.  We are happy to announce that 13 schools were granted membership.  I congratulate and welcome our new members.
We plan to continue to keep out membership open in order to bring in new ideas and perspectives into the organization.
A very large number of workshops were conducted in schools across the city in areas ranging from content management, counseling, mentoring and monitoring programmes for CCE, software handling, life skills education.
Content based workshops on a range of subjects -sciences, humanities, environment, mathematics, both at senior and primary schools were organized by member schools.  These provided an opportunity of interaction between the faculties of our schools with experts and enabled staff members to upgrade their skills.
The NPSC worked collaboratively with the CBSE for the CCE initiative.  Member principals traveled across the country for training programmes in order to help other principals integrate CCE in their schools.
We were given the option of creating our own test papers given the reputation that members have earned for themselves.  A majority of the question papers set for class IX & X by the CBSE were with the help of teachers of NPSC schools.
A series of meetings were organized by the Hon’ble Minister of Human Resource Development Shri. Kapil Sibal, Chief Minister Smt. Sheila Dixit, Minister of Education, Mr. Arvinder Singh Lovely and Director Education - Mr. P. Krishnamurthy with the Executive Committee members of NPSC in order to discuss the salient aspects of the RTE reforms particularly in respect to the challenges in the implementation.  Members of the NPSC welcomed the proposal and had meetings around the year in order to streamline the implementation of RTE. Today every NPSC school has children from the Economically Weaker Sections who have become part of their school spaces through a transparent system.
Many member schools held seminars and discussions in order to sensitize parents and educators towards the protection of child rights.
Mrs. Veena Bhasin , Jt. Secretary NPSC withdrew from the NPSC due to premature retirement, after a fruitful tenure of one year.  She was replaced by Mr. Neeraj K. Bedhotiya, Principal, Mayoor School, Ajmer.
This year the NPSC saw its Founder Member Dr. Rajni Kumar, Chairperson Springdales Education Society, being awarded the Padamashree by the President of India, for her outstanding work in the area of literacy and education.

The national awardees of 2010 were –
Mrs. Goldy Malhotra – Principal, Modern School, Vasant Vihar.
Mr. M. P. Yadav – Principal, DPS, Risali Sector, Bhilai.
Mr. M. I. Hussain – Principal, DPS Mathura Road.
Dr. A. K. Gaur – Principal, Vallabh Asharam’s MGM Amin and VN Savani School, Gujrat.
Mr. S. S. Minhas, principal, Guru Harkishan Public School, Vasant Vihar, New Delhi won both national and state award.  
I congratulate them all on behalf of the NPSC family.
I would just like to end with the reflection …
Through faith in rights,
Celebrating diversity, building collective insights,
With respect for the marginalized,
Developing networked school communities that realize,
Sharing and sustaining resources,
Nurturing spaces
Creating the sounds and images of peace,
Engaging with losses,
With the power of belief,
Connecting borders within and outside,
Voicing opinions where justice resides.


It’s now time once again to create a canvas of words and colours, for inviting creativity and sensitive contributions for  our journeys ahead, as experiences unfold when we will continue to work together to create a synergy of thinking and action for our children who belong to this universe of learning ..
